Council Action to Address COVID-19

City Hall
Friends,

In Council today, several new policy initiatives were introduced as we continue working on additional protections for Angelenos during the COVID-19 pandemic. Here’s an update:
  • I Introduced a resolution to support a plan by state Senate leaders to establish a $25 billion Economic Recovery Fund to tackle the aftermath of the COVID-19 pandemic that includes potential rent forgiveness and mortgage tax credits for renters and landlords. In part, this legislation would create an agreement between renters, landlords, and the State Government to resolve unpaid rents over a period of ten years.
  • Co-introduced a resolution in support of legislation that would amend the CARES Act allowing new parents of children born in 2020 receive the $500 recovery rebate immediately and not wait until next year.
  • Co-introduced a resolution in support of the Federal Emergency Rental Assistance and Rental Market Stabilization Act of 2020 (Waters) which would provide $100 billion to help families and individuals pay their rent and utility bills, and assist rental property owners.

Additionally, we approved the following items:

  • A resolution in support of HR 908 (Meng), condemning all forms of anti-Asian sentiment as related to COVID-19, which would recommit U.S. leadership to prioritize language access and inclusivity in communication practices, and combat misinformation and the scapegoating of Asian Americans.
  • Directed the Department of Water and Power to immediately report on the feasibility of expanding the Lifeline program to include COVID-19 related economic hardship as a qualifying criteria, or the creation of a new reduced rate program for low income customers who have been financially affected by COVID-19.
  • Development of a restaurant relief program allowing local independent restaurants to temporarily contract with the city to provide meals to: clients at emergency shelters; seniors previously receiving congregate meals at city dining centers and/or home delivered meals; supplemental meals for students as part of a city sponsored after-school program; first-responders; and City employees that are temporarily serving in a Disaster Service Worker capacity.

I look forward to continuing this work to ensure Los Angeles emerges from the pandemic on solid footing.

Stay safe,

MITCH O’FARRELL
